Introduction
Ensuring quality is the determining factor for the existence and development of every higher education institution in the current context of international integration. In this regard, self-assessment of training programs is the process in which the university and program implementing units evaluate the quality of the training program based on the quality assessment standards issued by the Ministry of Education and Training. It serves as a basis for self-examination and reporting on the status of quality, effectiveness of training activities, scientific research, human resources, facilities, and other related issues in the training program. This is done to adjust resources and processes to enhance the quality of education and meet educational quality standards.
Based on this awareness, for many years now, the University of Finance and Marketing has identified ensuring quality as its top priority in the current phase. To achieve this, the university has implemented various synchronized solutions to ensure the quality of education. This includes constructing facilities and equipment for training activities, developing a high-quality faculty team, improving organizational structure and management efficiency, adjusting development strategies to match available resources and societal needs, innovating curriculum content, teaching methods, and evaluation processes in line with credit-based training. The university also focuses on enhancing scientific research activities, strengthening international cooperation relationships, developing business partnerships, investing in library facilities and other services to support teaching and learning.
For the Faculty of Commerce, alongside the university's development journey since its official establishment in 2004 with only one major at college level, it has now expanded to offer two undergraduate majors: International Business and International Business Administration. Among these majors, International Business plays a leading role. Additionally, since October 2017, the faculty has also been responsible for three college-level programs: Commercial Business; International Business; and Logistics. These programs were transferred from the International Business Faculty of the College of Finance and Customs (after the merger of the College of Finance and Customs into the University of Finance and Marketing according to Decision No. 1138/QD-TTg dated August 4, 2017, by the Prime Minister regarding the merger). Throughout its development, the Faculty of Commerce has continuously applied various measures to improve, maintain, and enhance the quality of its training programs.
In 2017, following Circular No. 04/2016/TT-BGDĐT dated March 14, 2016, by the Minister of Education and Training, and the Guidelines for Self-Assessment of Training Programs by the Department of Testing and Accreditation for Education Quality Management (now known as the Department of Quality Management), the University of Finance and Marketing registered for external evaluation at the university level. The Faculty of Commerce accompanied the university in implementing this process. As a result, the university was awarded a Certificate of Accreditation for meeting education quality standards issued by the Ministry of Education and Training from the National Centre for Education Quality Assurance - Ho Chi Minh City University. Since then, ensuring quality has become one of the key tasks in the faculty's activities alongside training and scientific research. Starting from 2019, following the university's direction, the Faculty of Commerce prepared a self-assessment dossier for its International Business major (under the International Business program). In 2020, in accordance with current regulations, it also prepared a self-assessment dossier for its general Business Administration major (consisting of two majors: International Business and International Business Administration) and registered for external evaluation. However, due to the outbreak and complex development of Covid-19, the plan to organize external evaluation in 2020 had to be postponed until 2021. Currently, the faculty has updated and completed its self-assessment dossier for its general Business Administration major to serve the expected external evaluation in November 2021.
 
Quality assurance activities
The Faculty of Commerce has implemented activities to ensure quality.
- Disseminate and thoroughly implement quality assurance work to all faculty members and staff in the entire Faculty in order to unify awareness and actions regarding quality assurance work and incorporate quality assurance work into the annual, quarterly, and monthly work programs of the Faculty.
- Disseminate and provide guidance on the implementation of quality assurance regulations of the Ministry of Education and Training, the guidelines on quality assurance by the University, along with the Quality Culture Handbook of the University, to all faculty members and staff in the Faculty.
- Propose the establishment of a Quality Assurance Team consisting of 6 members appointed by the Head of the Faculty as the team leader (see attached file) and carry out task assignments to implement quality assurance work.
- Participate in the Self-Assessment Council for the International Business program, with the President as Chairman and the Head of the Faculty as Vice Chairman; Deputy Head of Faculty, responsible for departments, and faculty members of the Faculty participating in the Secretariat and Working Groups
- Organize collection and preservation of evidence and establish evaluation files for external evaluation of training programs (in 2019 for International Trade program; in 2020 for International Business program (including 2 specialized majors: International Trade and International Business Administration); in 2021, continue updating evidence and completing self-assessment files for International Business program to serve the planned external evaluation taking place in November 2021).
- Annually review, update course outlines; conduct reviews and evaluations of training programs (every 2 years as stipulated by the Ministry of Education and Training), based on updates on scientific and technological advancements, management science; legal documents on training; survey labour market needs and opinions of relevant parties.
- Proactively propose the University to establish and improve an internal quality assurance system to perform monitoring, evaluation, and support functions for training activities, scientific research, and community service of the University.
